MINTO – Minto council will be reviewing a letter from Ontario’s Ombudsman at a meeting this afternoon. The letter reiterates concerns the Ombudsman received in a complaint to the office of Paul Dube.
This complaint was related to the Town of Minto’s procurement practices for sole-sourced contracts. A best practice suggested in the letter is limiting the number of sole-sourced contracts that may be awarded to a specific vendor.
Minto’s purchasing bylaw doesn’t currently include a limit. The Ombudsman says this may result in a disproportionate number of contracts awarded to one vendor.
The letter went on to say while there is a $10,000 threshold for single projects that are sole sourced, this may be far exceeded if the same vendor is awarded back-to-back contracts.
Dube also encourages Minto to review their code of conduct and procedure for reviewing public complaints.
