ELORA – Wellington County Council has approved improvements for the Elora Waste Facility, despite a previous decision in June to cancel the tender process after initial bids had ranged from $3.4 to $4.2 million.
At a recent county meeting, council has now awarded the project to Mississauga-based Verly Construction Group Inc. for $2,890,507.61 excluding H.S.T. @13%.
Work will include the construction of a new scale house, household hazardous waste building, and two (2) new weigh scales.
The project will also see site improvements including removal of existing buildings and features, earth excavation and grading, concrete flatwork, installation of a new drop-off bin modular retaining wall, cast-in-place retaining walls, water service, and sanitary service.
According to the report, there are not enough funds in the SWS Capital Reserve to accommodate this budget amendment as well as fund the capital projects identified in the SWS 10- Year Capital Plan.
This means that the County will have to debt finance the funding adjustment required to move forward with this work.
“As a result, the County will have to issue $685,000 in tax-supported debt, anticipated to be amortized over 10 years and an additional $835,000 (for a total of $1.635 million) in development charge-supported debt, anticipated to be amortized over 15 years to accommodate cash flow in the development charges reserve,” the report said.
