PRESS RELEASE – Wellington County announces 2025 Luella Logan Awards
WELLINGTON COUNTY – At today’s County Council meeting, Warden White announced the recipients of the 2025 Luella Logan Scholarship and Luella Logan Award for Outstanding Service by a Woman in Politics.
The Luella Logan Scholarship will grant $1,500 annually to a young woman pursuing post-secondary studies in political science, public administration, or a related undergraduate or graduate degree at a Canadian college or university.
Selection of the scholarship recipient will be based on academic excellence and demonstration of leadership and interest in
local government. Wellington County Council is pleased to present the seventh annual Luella Logan Scholarship Award to Kyla Perry.
“On behalf of County Council, I would like to congratulate Kyla Perry on receiving the 2025 Luella Logan Scholarship,” said Warden Chris White. “We all look forward to seeing what your bright future holds.”
Kyla attends the University of Ottawa and is currently studying toward an Honours Bachelor of Social Sciences degree – with a Political Science Major.
Wellington County Council is also pleased to present the seventh annual Luella Logan Award for Outstanding Service by a Woman in Politics to
Past Warden Barbara Tocher.
The annual Luella Logan Award for Outstanding Service by a Woman in Politics is presented to a female politician who has shown outstanding service in local politics with the County of Wellington, or one of the County’s member municipalities. The recipient will receive a donation of $1,500 to allocate to the charity of her choice. Ms. Tocher has selected East Wellington Community Services as her charity of choice.
Ms. Tocher served on multiple terms on local and County council, including Reeve of Erin Township (1995–1997) and Mayor of Erin (1998–2003) following amalgamation; Ms. Tocher held the prestigious role of Warden of Wellington County in 1999. Ms. Tocher continued to serve on Erin Council until 2014.
Among her many accomplishments, Ms. Tocher highlights Wellington County adopting Ontario Provincial Police as its Police Service and subsequently, the establishment of Wellington County Police Service Board, as a career milestone.
“On behalf of the Logan family and Wellington County Council, we are honored to present Ms. Barbara Tocher with the 2025 Luella Logan Award for Women in Politics, recognizing her outstanding contributions to our political community and her advocacy for women in leadership,” said Warden Chris White.
The awards are funded through a generous donation the County received from Mr. Robert Logan in recognition of his late wife, the first female councillor to sit on Wellington CountyCouncil, Luella “Lou” Logan.
