FERGUS – A report going before Centre Wellington’s committee of the whole on Monday includes an update on the St David Street Reconstruction Project.
The reconstruction of St. David Street North from St. Andrew Street to Edinburgh Avenue is planned to start in spring 2024.
In May, the detailed design, excess soils characterization, and contract document preparation for the project was awarded to Triton Engineering Services Ltd.
According to the report the design of the streetscape is nearing completion, which includes:
- Vehicle travel lanes measuring 3.5 meters in width, which are capable of accommodating all standard vehicle types;
- On-street parking on the west side of St. David Street North between St. Andrew Street and Hill Street;
- Wide sidewalks and boulevards with decorative street lights, street trees, and the potential to include other decorative features;
- Continuous separated cycling/ mobility lanes measuring at least 1.5 meters in width, located on a platform and protected by barrier curbs with buffers between adjacent vehicle travels lanes/ parking lanes and sidewalks;
- Special consideration has been given to ensure that separated cycling/ mobility lanes could be extended north of Edinburgh Avenue and south of St. Andrew Street through future projects;
- Painted markings to delineate cycling/ mobility lanes through intersections, increasing awareness for motorists and improving safety;
- Features referred to as “bike-boxes” in left and right turn lanes at major intersections, which allow cyclists and persons with special mobility needs to move in front of traffic, increasing visibility and improving safety;
- Curb bump-outs at intersections to reduce crossing distances for pedestrians, cyclists, and persons with special mobility needs, improving safety;
- Curb islands at existing properties with relatively large entrance/ exit driveways to control vehicle entrance/ exit points and reduce cut-through traffic; and,
- A new controlled pedestrian crossing of St. David Street North at St. George Street, providing pedestrians, cyclists, and persons with special mobility needs with a mid-block crossing option between the signalized intersections at St. Andrew Street and Garafraxa Street.
At Monday’s meeting, staff will also seek councils endorsement to implement a new controlled pedestrian crossing at the intersection of St David Street North and St George Street, which will be included in the reconstruction project.
The report notes that given the project is located within the MTO’s Connecting Link for Highway 6, the MTO is required to review and approve all proposed modifications to intersections, including new pedestrian crossings.
Meanwhile, following the design, staff say the goal will be to release a construction tender for both phases of construction
Phase 1 includes work on St. Andrew Street to Garafraxa Street in spring 2024 and Phase 2 includes Garafraxa Street to Edinburgh Avenue in spring 2025.
The project is scheduled to be substantially completed by the end of 2025, with some finishing work in 2026.
Council could make a decision at Monday’s meeting.
