ELORA – Bissell Park’s aging Multi-use Pad is once again under review by the township, and decisions won’t be made before Spring of 2026.
Centre Wellington’s Manager of Building and Property, Kasey Beirnes, reported to council this week to seek support for the Detailed Design Phase project for Bissell Park’s Multi-Use Pad.
Beirnes explained that after an unsuccessful grant application, township staff reconvened with the Bissell Park Working Group to identify a feasible solution for the infrastructure within the township’s currently approved budget.
There were two options brought forward in his report:
Option 1: Replace Like-for-Like – This option includes replacing the pad, boards, lighting, basketball nets, and constructing an accessible pathway.
Option 2: Replace Like-for-Like with Refrigeration Infrastructure (preferred option, provided it can be constructed within the current approved budget) – This option mirrors the above but includes installing refrigeration lines and a recirculation pump. Although it does not include the refrigeration plant itself, it prepares the site for future installation, reducing long-term and disruption and positioning the facility for improved winter usability when/if additional funding becomes available.

Council directed staff to come back with a detailed design and updated costs for both options to present to council in the spring of 2026.
