WELLINGTON NORTH – Wellington North’s recent resurfacing project on Main Street in Mount Forest is being redone after deficiencies were discovered in the roadway.
According to a report presented to Wellington North Council Monday afternoon, during the placement of asphalt on Main Street, quality assurance samples were collected.
Laboratory testing of the samples identified results that were outside the expected performance parameters, and the deficiencies raised concerns regarding long-term durability and lifecycle performance of the pavement structure.
Staff says that, given the test results, the potential remedial action of full asphalt removal and replacement was reviewed.
“While technically feasible, this option would have resulted in significant disruption to adjacent businesses, extended traffic impacts, potential delays to project completion, and implications related to contractual coordination with the Ministry of Transportation of Ontario (MTO),” the report said.
The township entered into further negotiations with the Contractor.
“Following technical review and risk assessment, the parties concluded that implementation of an extended warranty, supported by bonding and security provisions, represents the most practical and risk-mitigated resolution,” staff said in the report.
As a result, the report says, the contractor has committed to returning to the site to complete corrective works associated with deficiencies identified in the 2025 asphalt installation.
Work will include:
- Full asphalt removal and replacement at the intersection of Main Street and Durham Street to address identified performance and surface concerns.
- Removal of and replacement of surface asphalt on Main Street north of Wellington Street in north bound lane to correct surface grade irregularities and restore proper crossfall and drainage.
- Correction of low asphalt grades surrounding maintenance hole structures and water valve chambers within the roadway to ensure proper surface transitions, eliminate ponding, and improve ride quality
Replacement work will take place in spring to early summer 2026.
