CENTRE WELLINGTON – Centre Wellington Council will decide Monday evening whether to award a nearly $1.8 million construction contract for the first phase of a major infrastructure project in Elora.
At its meeting beginning at 5 p.m., council is being asked to award the tender for the reconstruction of Smith Street and Victoria Crescent to 410754 Ontario Limited, operating as Sousa Concrete, at a contract price of $1,777,490.28, excluding HST.
The multi-phase project will see aging underground infrastructure replaced while improving safety and accessibility along the road corridor.
Work includes replacing watermain and sanitary sewer infrastructure that has reached the end of its service life, installing new storm sewers to improve drainage, reconstructing the roadway with new asphalt, curbs and gutters, adding sidewalks, installing new streetlights, completing landscaping, and realigning the intersection of Smith Street and Victoria Crescent.
The project is scheduled to be completed in three phases:
- Phase 1 (2026): Reconstruction of Smith Street from David Street West to Henderson Street.
- Phase 2 (2027): Reconstruction of Victoria Crescent from Henderson Street to Smith Street.
- Phase 3: Construction of a new parkette at the intersection of Smith Street and Victoria Crescent.
If approved, construction on Smith Street is expected to begin this summer and be completed by December. Work on Victoria Crescent would follow in 2027.
As part of the project, staff says a new sidewalk will be installed along the west side of Smith Street, connecting David Street West to Victoria Crescent.
The Township received four bids from pre-qualified contractors, with Sousa Concrete submitting the lowest tender. Other bids ranged from approximately $1.78 million to $1.91 million.
While the total project cost is estimated to be approximately $578,000 under budget, the report says the Victoria Crescent Wastewater component will require a modest $691 budget top-up from the Township’s Wastewater Reserve, when factoring in the 2026 and 2027 combined project contributions.
Staff are also recommending council direct them to explore funding options for the proposed parkette, which is planned as the project’s final phase.
Residents affected by construction will receive hand-delivered notices with information about driveway access, garbage collection, mail delivery, and other construction updates.
